Help Random app running

My Evo has been doing something rather odd lately. When I plug it in to charge at night, I make sure to look and make sure no app is active (on the screen.) Sometimes when I unplug it in the morning, there's some random app running. It could be the web browser, Ebay, or some other thing. I've been very careful to make sure I haven't accidentally tapped anything on the home screen and started it up. In fact, at least one of the programs that I've seen running isn't even on the home screen, so I'm sure this isn't caused by fumblefingers.
Any ideas what might be causing this? I don't think it has anything to do with an app sending notifications or syncing, because at least one of the apps that I've found running doesn't do that sort of thing at all.
Not sure if it's related or not, but I've also noticed that even after an 8-hour charge, the battery is only at 98 or 99 percent. Sometimes it charges all the way, but just as often it doesn't.

I don't have any ideas about the random apps being launched but the battery not making it to 100 % could just be aging, after awhile it gets more difficult to fully charge, the percentage shown in an approximation based on the cells voltage which diminishes over time.

And like I said, the battery levels displayed percentage is an approximation based on the cells voltage level under a no load condition, as you near the full voltage your charger lowers the voltage to the battery, that's why that last little bit takes so long, try charging it with the phone turned off so that there's no load on the battery and see if it helps with the calibration. And even a 2 month old battery can start to show aging of a couple of percentage points.

About the random apps launching. It's a ghost or your phone is possessed. I've heard about weird paranormal things like that on this forum before

I actually caught it at 98% with the green light on, but I couldn't get to a camera in time. The next time I turned on the screen, it was at 100%. So I checked it every 10 minutes or so, and was able to capture it at 99% with a green light.

I assume what's happening is that like many HTC phones, once it reaches 100%, it stops charging for awhile and lets the charge drop a little before charging again. It's a safety issue to prevent overcharging. Some Kernels support a constant trickle charge which is VERY LOW amperage to completely fill the battery. Back in the OG EVO days, people's batteries would drop to like 90% within the first 5-10 minutes after coming off the charger. I don't see as much concern in these forums about this, so perhaps HTC has addressed it...or...perhaps that's what the 1% battery mod is. I must admit, I've seen that term thrown around here and there, but never was motivated enough to figure out what it is.

I suspect that my phone is behaving in a similar manner to the OG EVO. Once full, it stops charging...but unlike the OG EVO, my phone is showing a "true" charge for the battery instead of pretending it's at 100%. That may explain why I've seen it as low as 98% even with a green light. Go figure. I was actually quite shocked the first time I saw it. My first thought was "how the hell can you show a green light, and 98% full?"

These phones have an "overcharge protection" where it will charge to 100% and actually turn off the charging. It will slowly deplete back to around 95% and turn itself back on to charge back to 100. Most laptops nowadays are the same way. Its just how it works. So the green light could be on, But it could read anywhere between 95-100%. Ive experienced this alot myself, And my phones fairly new still.

Green light. Have never seen an amber light, only red and green.

The odd thing is that once in a while, the phone will charge to 100%, but mostly only 99 or more recently, 98%. During the week, I put it to charge and then take it off at the same time each day. Weekends, it charges longer, as I sleep in Length of time it's on charge doesn't seem to make a difference.
