Not sure what's normal for the tab, but you'll never get the full allocation unfortunately.
You lose some to the way the space is formatted and some to the OS etc. My One X was 32GB, but I was only able to use 25GB. Likewise my Nexus 4 was 16GB, but only 13GB was available for me to use.
The Galaxy Tab 2 comes preloaded with a lot of apps which cannot be removed without rooting the device. That being said, I a have a lot of apps and approx. 1000 kindle books in the main memory and my photos and music are on an sd card and i maintain available memory of about 2 gig.
