he basically said that exact same thing he always says to stall for time and keep from making a decision that would alienate either side

at this point hes not in the least bit concerned with anything that isnt a "legacy" policy
he has nothing to gain or lose by making a decision on the pipeline... setup another 5 year study and let the next guy worry about it...... either way it wont even be a footnote in his legacy

From what I read there's only one phase of the four phase project that has the most controversy because of its routing over the top of the Ogallala Aquifer in Nebraska.
Phase 1 has been in operation since 2010 and Phase 2 has been in operation since 2011.
One big problem with the project is that the independent environmental study was not independent in that the authors previous contract work for TransCanada and other oil companies (Koch Industries) with an economic interest in the project were not reported.
Another problem is that TransCanada (A Canadian corporation) has 34 eminent domain actions against landowners in Texas and 22 in South Dakota even though the route has not been approved.
Another note NASA scientist James Hansen is quoted as the pipeline would be "game over for the planet".
