What does the running app
do? It states to turn off apps not using to save battery time but not sure what these are.

What does the running app
do? It states to turn off apps not using to save battery time

"It" was evidently written but someone who doesn't know how Android works. Leaving apps that you're not using in memory is actually more efficient, in many cases, than turning them off. Someone at Google (who actually wrote parts of Android) wrote an article on why you SHOULDN'T turn off apps you're not using.
