kay sooo this is my first time posting. Ive been lurking around ever since i had a brand new samsung galaxy prevail.
I found this out by this on accident when i was reading up on how to disable data throttling.

I have a rooted stock b11 deodexed rom
not sure if itll work on anything else.

Get root app delete.apk from the store.

go to system apps and be sure just to go under junior settings so you will only disable apps not delete them

find com.android.qualcomm
should say "unknown,no advice"

Disable it!!!!!! Done!!!

i was frustrated because i past the 2.5gig limit and i couldnt watch netflix on my tablet using my phone as a hotspot anymore.
i tried everything and my dl speed always stayed at .38mbs
after doing this it shot back up to 2.2mbs

I hope this helps everybody and i hope this doesnt get me in trouble lol

this method can easily be reversed by going to the disabled app setting and enabling it again.

EDIT: reseting the prl will start you back to square 1. also after doing all the above click on connections optimizer. there are no guarantees that it would work but for me and some others it has.

This works for me and I'm on super b13. I was able to load videos I couldn't before. The only thing is I haven't reach my limit yet.

so boost mobile strikes back, my phone went back down to throttle speeds, for the longest time i couldnt figure out how. but boost isnt gonna win this time :) i found how to get around this. i went to system settings>Data usage and scrolled down and found. couple apps that i never saw before called 10201 or 11085, 10056, 17713 ect.

what i did do to get around this is go back and unfreeze com,android.qualcomm. it seems that if that app is on it bypasses whatever app thatll take its place.
so go back to data usage and all the apps that seem wierd to you, like only having numbers in its name
click on them and restrict background data.

turn your data off
then go back to freeze com.android.Qualcomm
turn off your phone
take battery out for ten seconds.
reboot and wait till it finishes and then ookla speedtest :)
this work for me but on some things i may be wrong at so goodluck
i am now at 17GB of pure mobile usage lol
and boost mobile.. i win in your face
