The tech support guy in the shop i was in said it was possible, but then i have no idea what software he was using. I dont think id risk doing it myself for fear of a bricked phone.
Because by using a custom rom, it's unlikely you flashed the bootloader that came with the 4.3 upgrade. That's what's likely preventing people from downgrading.
it's not really a custom ROM. it's the stock ROM based on both 4.1.2 and 4.3 that just happens to have already been rooted. unless having an unlocked bootloader makes things different, and mine is unlocked

It still makes them a custom rom because they differ from the stock firmware by being rooted and possiblely deodexed and/or debloated. Either way, when you flashed those roms it likely didn't come with the 4.3 bootloader. The dev community generally doesn't package bootloaders or radio firmware with their flashable zips because of all the problems that can come from it.
All the unlocked bootloader does is allow you to flash non-signed firmware to various partitions depending on any other security on the device. HTC's for example have an extra layer of security on top of the bootloader lock.
Yes you can't go back once a 4.3 or above firmware has been flashed. Another 4.3 or above firmware, yes, below, no. It is the new bootloader. If you try via Odin, Odin (PC) it will report an error, you'll end up with a (soft) bricked device, and have to reinstall a stock unrooted 4.3 firmware to get it working again.
You can't downgrade with Odin from 4.3 if you took the OTA update because of the Knox bootloader included with the OTA 4.3 update. It will brick the phone. You can however still root and flash other roms.
As far as a tech support guy at a shop he doesn't know what he's talking about.
Yeah there was a dude on here who took his s3 to a samsung repair place and the tech tried downgrading it and obviously soft bricked it. Makes you wonder how peeps like that keep their job n im unemployed
Do this, power off the phone, now hold the volume button up, home button and power button "all at the same time", once you feel the phone vibrate let go of the power button but keep holding the volume button UP and home button, now you will come up a black screen with the top left hand corner asking you what you want to do, scroll down to clear cache first, then clear data, and do a reboot, that should hopefully help.
