Problem installing Google Play Services. What should I do? It says incompatible with other application(s) using the same shared user ID.

That's definitely an off-brand Chinese phone. Malfunctioning software can be a frequent issue with them, due to poor quality and lack of testing. Many phones that come directly from China don't have Google services on them, or sometimes they're added added/hacked by whomever and frequently don't work properly. Likely why it's giving the invalid user ID thing. You could try factory resetting it. But if that doesn't work, you'll have to RMA it for a refund.

Though some components may be made in the US, the only phone I'm aware of being fully assembled in the US is the Motorola X. Most are from China, Korea, Taiwan, etc.

One thing who exactly is "O+" and where did you hear about it coming from the US? That PricePrice site is in the Philippines, and are a wholesale importer of budget tech products from China, from unknown manufacturers. The phone itself looks like a bog standard Mediatek thing. Wholesale price in Shenzhen is around $60-70 USD. I know for a fact that good R&D, QC and testing is not really a priority for many of the Shenzhen cheapies.
