Cannot log into the play store

So, everytime I try to log in on the play store it gives me an error saying "cannot establish a reliable data connection to the server". I have not been able to download any apps on this phone. Yesterday it was giving no connection error on the play store so I had to reset my phone. Now, I cannot even sign in. I cannot see my contacts. Any solutions ?
 
Have you made sure your device has internet? Or is even activated on your carrier's network. You might want to call your carrier and see if anything is wrong on their end.

Ha ha of course I have internet. I can browse the web and watch youtube videos. The problem is only with the play store, which means I cannot sign into the gmail account so I cannot even see my contacts, download any apps which makes the phone useless.

Clearing the cache, data and force closing did not work. Even resetting did not work. I think the google play file is corrupted. Keep saying I don't have a reliable data connection.

Hi there, Digigod_Hyro. Please let us know what device you're using. Also, did this problem just start out of the blue? Did you install anything around the time it started? Have you tried Nick's suggestions of forcing Play to close, clearing its cache, etc.?

My phone is the samsung galaxy ring, and yes I did use Nicks suggestions, still no help, and this started about 3 days ago, and no I wasn't downloading anything and I know this because I resetted my phone twice already.

Your not throttled are you?

I get a connection error with play, when I am throttled on cricket, which is the highest throttle I have seen. If I do anything other than load one whole play store page at a time.

I am throttled so if I use wifi or restart my month I will be able to login again.
