It it's mhl enabled as far as I know. But regular mhl adapters will not work because Samsung uses the mhl adapter found in the s3. Please note: this ifs only from my research and attempt with a regular mhl adapter, I have never actually used a mhl adapter made for the s3.
I tried the one for the s3 (11 pin). It wont plug in to the victory. One little part stops it and I didn't want to force it. Also tried the 5 pin (standard) didn't work.

I tried connecting the phone to my TV using an MHL connector, but it didn't work. The connector came with both, 5 pin & 11 pin tips, but none worked with the Victory.
I tried the same with my T-Mobile Samsung Galaxy S2 & it worked flawlessly!
My conclusion: Samsung Galaxy Victory does not support MHL.
If anyone has actually gotten it to work, please let me know.
I think you got the 11 pin mhl adapter, it won't fit in the victory. Only the 5 pin one fits, but I haven't gotten one to work. I've tried a few. I got an s3 recently and tried the 11 pin, and it worked immediately.

Yeah I tried 5 pin, 11 pin, and 11 pin with a 5 pin adapter. Nope. But a lot of apps have native screencast now, so your miracast equipped bluray player or a Chromecast and you're all set.
