Changing color of drop down bar

How can this be done?


where that black and white is.. is there a program i can download thats "simple" even if paid that i can change these colors? I found stuff like GO Launcher but that just changes to main screen and not the drop down menus at all unless im missing something. I have a Galaxy S3 on 4.2 with US Cellular.

I believe you will need to root your phone. Is it already rooted?

No. I was hoping for a method that didnt require rooting.

Look for the app super status bar. It allows you to customize the status bar and notification menu. It also works without root.
