me and my German friend do personal money sharing via PayPal ..

so to avoid the 1% I tried to open an account in UK for me to accumulate money there ..

but it is asking me for address and phone number for verification ..

and then to add a debit or credit card without an option to select USA for billing address

I am concerned later if there a block on some payment money could be frozen ...

hmmm I is there a way for me to do it?

thank you ..

You mean if someone who's paid you via PayPal, and then they subsequently raise a dispute or credit card charge-back for whatever reasons? Nothing you can do about that AFAIK, except maybe work to resolve it with your customers and/or PayPal.

i may have issues..
serious issues of proving who i am .. and that it is my account ..

Best to tell the truth when opening an account. Use your info and have documents on hand to verify. There is nothing more frustrating to have a hold placed on your funds pending further investigation.

Regarding your comment about the fees. If you send the money to your friend select "send money to family" and send it using the paypal funds. That's the cheapest method
