if you dont use the phone much then they will be the top 2 generally. you also should be getting decent battery life too
Unless you have a high time without signal. Then you will see Cell Standby go higher than Phone Idle, and your battery life will go through the floor. If your TWOS is ridiculous ( like 40 percent ) and you aren't just in a poor reception area: You may have managed to switch your radio band to GSM.
To fix this, dial the number: *#*#4636#*#*
It should immediately change screens. Select Phone Information ( If it isn't there, back out until you get there. ) Scroll down to the bottom, and the top dropdown menu should say either CDMA auto (PRL) or GSM auto (PRL).
If it says CDMA auto (PRL) make sure that you really are getting higher TWOS than you should be. If you are sure, or definately if you see GSM, press Menu -> Select Radio Band. It will come up and ask you to Force Close ( this is normal. ) When this happens, scroll back down, and you should see the GSM auto (PRL) now change that to CDMA auto (PRL) and exit out.
Now plug the phone in to USB ( or power ) for a couple seconds and remove it. ( This is resetting the counters. ) Give the phone a few mins at least, if not half an hour. Now check for your time without signal again. It should be only a couple percent, if it shows at all. If you no longer see a "Time without signal" that means it is 0%. You should now be good to go. ( If not, go back and try changing the band again, if you still have a problem...you are almost surely really having a signal problem. )
PS: Yes, I know no one said they are having this problem. I added this much detail in here as a continued FYI as people with this problem might see "Standby and phone idle" and come here. 2 birds with 1 stone
