Help HTC Desire no carrier

This phone was on Boost. After having the phone in repair for 6 weeks I moved on to Verizon and Samsung. But this HTC is brand new since old phone could could not be repaired.
I'd like to use the Desire in my house with WiFi. But it seems to have a memory record of being a Boost phone. I removed the SIM card but it still wants me to update Boost updates etc.
Can I get this phone back to being just a device that can use apps?

All, or almost all, phones should work as a WiFi device without phone service. Unless you root and install a custom ROM it will always have some Boost info on it.

Are you able to install the updates over WiFi then use the phone normally, or decline the updates and use it?

Yes, it does work on my home ( or any wifi ) I can get my email, search the web, go to specific sites. The same problem seems to occur with both HTC phones that were once on Boost and that is that what was once Google Voice is now Hangouts and I have a dedicated phone number for my account. But for some reasons ( the Desire I pulled the sim card the EVO doesn't have a sim card ) but in both cases it seems to think I haven't paid my Boost Bill or free associates with my old number which has been given away. In fact the person with my old number must be getting messages for me and replies to my email WRONG NUMBER.
The people who work at Boost either don't know or are unwilling to free up the phone.

Do you mean you connected your Boost number to Hangouts so you could use Hangouts to call/text with the Boost number? And now that number doesn't work with Hangouts?

If that's the issue I'd guess it's a security feature, so when someone looses the carrier number they can't use it with Hangouts because two different people could use the same number.

No to the Boost on Hangouts. I had Google Voice since it first came out and Google assigned a phone number to me. If I am on my computer I can make calls from Hangout and my Google Voice number shows up on caller ID. Before I dropped Boost I could make called from my gmail account which used my Google voice phone number. I did not need to dial from Google Voice. After my account on Boost expired my Google Voice or calling from Gmail doesn't work. I can call a number, it rings about 2 or 3 times then goes dead. I tried calling my new cell phone and nothing rings even though I can hearing it ringing from my Desire.

Never had much luck with Google Forums...actually have had better luck here. This is where people who want to help do as best they can.

Was the last link for an inexpensive service? I've thought about that like Cricket has a bring your own phone plan as does Walmarts Let's Talk.

I was out of ideas for your Google Voice issue so I thought their support might help. Hopefully someone here has a suggestion.

Do you mean my signature with the $25 credit off Ting link? They charge by usage so Ting can be cheap if you're not a heavy user, I pay $15 - $25 per month.

Using a WiFi app for calls/texts (like Hangouts) would help reduce the cost, same with WiFi for data.

Have a look in myaccount.google.com what number is linked to the Google account? Is it your boost number or your Verizon? If it's the Verizon I really don't know, don't quite understand what the issue is, if it's Boost try changing to Verizon and see if that fixes the issue.
