Help Samsung S4 Static Screen Problem

I'm wondering if anyone would have any idea how I could fix this (if it's even fixable). I'm pretty sure the model is Samsung S4. I have googled a few things and some results were that maybe there's a loose flex ribbon cable. It doesn't turn on without being charged at this stage (so I guess the battery is stuffed too), but all it shows is a permanent static like screen when plugged in. I did try and 're set the phone a couple of weeks ago but whilst downloading the android stuff it froze and I had to turn it off.
EDIT - Charged it for a bit. Turns on without being plugged in, so it seems to store charge in the battery. No change to the static screen though.

By static screen, do you mean that it is stuck on the Samsung boot logo? Or something else?

No its all static and wierd. It doesnt even show up on boot.

When you turn it on, do you get any sound, vibration or the blue LED flashing?
When the phone is off and you connect to the charger, can you see the charge animation?
What does the display look like when you boot into recovery or download mode?
