If the SIM is new and you have changed it while keeping the same number it may take a little while to update. I've never met the acronym MIN in > 20 years of messing with phones so apologies if I misunderstand what you are saying.
As for the bit about someone having access to all of your information, what do you mean and why do you say that?
If Hadron is on the right track you may have to speak to your carrier. I had the same problem after my last upgrade just over two years ago. It involved a change from micro sim to nano sim. The nano sim arrived with its own number and although my carrier (EE) transferred my number to the new sim it was not reflected in the 'About' settings, which retained the new sim number.
I tried removing/replacing the sim and restarting the phone to no avail.
It didn't cause me a problem until fairly recently so I didn't pursue it. In May this year I decided to take up EE's offer of free Apple Music for six months.
It turned out that Apple interrogate the 'About' details to verify the phone number. It obviously didn't match the actual number that EE had enabled the offer on so the verification failed.
I spoke to EE and advised them of the discrepancy and they did a remote sim reset. This corrected the phone number in 'About' settings which in turn allowed me to create the Apple ID.
The MIN found in About Phone is your Mobile Identification Number and is different then your phone number. Your carrier uses it to help identify you and does not allow others access to your phone.
