Corrupted OS

Samsung galaxy s6 edge plus SM-G928F. I have no idea what Odin is. Can a repair shop do this stuff you mentioned?
Yes. Odin is the Samsung flash tool. Easy to use if you have a Windows PC.
If you are interested in trying it yourself, I can walk you through it.
Using the Firmware Update and Initialization option in Samsung Smart Switch will also do the same thing.

After having trouble with my phone I had the software downgraded from a repair shop. Then received the updates again and updated it. Is this the same thing ?

Don't have a pc :-( that's why I have to rely on the repair shops. But none of them were able to diagnose the problem. Some said screen is broken from the inside some said mother board is faulty. As long as I don't use Google play services phone runs like normal. And If I use Google play services it goes crazy after sometime and becomes normal again with factory reset. I refuse to believe it's a hardware error and that's why I thought maybe deleting the old OS and installing new one could help.

Have you tried a Cache partition wipe in recovery? Good to do after receiving OTA updates and every couple of months for general maintenance.
From off, press and hold the power button, home and volume up till phone starts to boot then release the power button only.
In recovery mode, use the volume button to scroll to Wipe Cache then press the power button to select it. After wipe, reboot and see if it gets any better.

Yes I did that quite a few times now. And did the hard reset like a thousand times too. No matter what I do, my phone can't run any apps. As soon as I start running an app the problem starts again which only goes with a factory reset or hard reset. Sometimes it become so severe that during the reset screen it starts showing static, like television screen. But that happens only if I do the reset late. But it runs chrome and plays YouTube like normal even in 1080p. I am using the same phone right now.

Also check to see if your Play Store version is up to date. Open the Play Store app and tap the three horizontal bar menu icon, scroll down to Settings then to Play Store Version and tap on it to see if any update available.
Whenever I reset my phone play store updates automatically.i am running android nougat 7.0 right now.

Could be a misbehaving app. Do you always reinstall the same ones after a factory reset?
Try Safe Mode which will only let the pre-installed apps run and see how it behaves. This is for TMobile version but should be the same

Ever since I found out that it's the play store causing this error I don't install any app from play store or any other source. I am just using chrome and YouTube. But when I go to repair shops to show them the problem I download whatever app comes first in play store. In fact I disabled all Google apps I could so that I can at least use my phone for calls and web browsing. I am sorry I am unable to explain this properly. English is not my native language.

Yes exactly that's what the problem is. I just have to open play store to make my phone act
Crazy again.

What is it you're trying to do with your device, I was under the impression you were trying to install a different custom ROM?
My phone becomes super slow starts showing double keyboard and becomes unresponsive if I open Google play or any other app that was not installed by default. Turning the display on and off makes it work for 3,4 minutes only. Only after factory reset it becomes normal again. I have not open Google play on it from the last 4 days and haven't experienced any problem. The moment I open Google play it will turn bad again. I thought maybe it's the os that is corrupted because hard reset did nothing to change it.

Sounds like you have a lot of stuff running in your device background.
1.) You can uninstall any apps you don't use.
2.) You can manually clear out your device caches by Opening Settings then Apps and go to each one by long pressing and clicking clear default.
3.) You can install CC cleaner app to do the job for you. Also you can set it up to do that on schedule intervals.
4.) I would try the CC cleaner app first and if your device show any improvement after running that application.
5.) I would troubleshoot the small reasons why my device is running slow before I would even think about trying to install a custom ROM or rooting it.
6.) You can also disable some bloatware\ pre-installed apps running in the background from App settings.
