Data network on notification panel

Check out an app called HD widgets. This will allow you to create a widget that can turn data, Bluetooth, Wi-Fi, autosync on and off individually. They should be many other apps that are less comprehensive that can create an icon on the home screen to do this. Automation apps such as Macrodroid and Tasker will also allow you create specific icons on your home screen that would give you this capability.

Do you mean the mobile data toggle? If it is not in the notification drop down panel you can edit that to some extent.

Use two fingers to pull the panel/shade down, from there you will see 3 dots at top right, you can re-order the available icons from there by choosing button order (I have used this to add/remove some of the options).

  I still couldn't see the data network toggle option  although I pressed the button order
