Can't allow apps to make VPN Connections

Hi, I have a Samsung Galaxy S8+
When I try to use any app that makes use of making a VPN Connection, I got NO dialoge which says Do you want to allow this app to make a vpn/any other approval box...

Some apps just straight say connection/approval refused...I googled on this apparently it has to be some App that is causing it (overlay or something). However, I've mostly tried to close (yes, kill!) every app that was 3rd party (not stock google/samsung apps) and I still have the issue.

So what can I do? No apps can make a VPN Connection because I dont get any approval box where I can tick OK/Allow....anyone have an idea on HOW I can find the app blocking it all? OR what to do?

I think you have to allow the vpn app to overlay other apps. Not sure how to get to that setting on Samsung, but it should be something like settings<apps<your vpn app<and it should be somewhere in there.

I am experiencing the issue of being unable to select OK when the permission request dialog box comes up. I went and disabled all apps which are allowed to overlay on the screen and I still can't give the VPN app (Cyberghost 6) permission. If anyone else is wondering go to (Settings-Apps-Special Access-Apps That Can Appear On Top) to disable overlaying apps. help!

Note: Using a Galaxy S8 running Android 7.0
