No 'Recovery Mode' on phones.

I just got another LG-V20 H910 Unlocked AT&T phone from eBay and it seems to not have a 'Recovery Mode' on it just like the first one I bought.

The only way I can get any thing to show up is to use the
1. Press and hold both volume down and power buttons until the LG logo shows then
2. Release the power button for a second then press and hold the power button again until the screen in the picture shows.

That's what I get on both phones I have never been able to get any other screen to show up.

Does anyone else have this problem or know what the problem is?
Any help would be greatly appreciated.

This video is what I'm talking about I can't get to the recovery mode screen on either phone.
I only get the screen in the picture I posted if I follow the procedure I describe if I do any other of the procedures including the one in the video the phone just boots up as normal.

That's why I'm asking if anyone else has this problem or has an idea why.

Try this. Here you also most hold power button:
  1. Ensure the device is powered off.
  2. Press and hold the Volume Down button and the Power button until the System recovery screen is displayed then release both buttons.

  3. Select mode

    Use the Volume buttons to highlight the option, then press the Power button to select.

Both of the phones are AT&T H910 versions one I have on Cricket the other is still carrier free but both have had the problem since I received them.
I wonder if it has something to do with what ever supply the seller on eBay gets the phones from or has to do with how they unlock the phone.
