unknown costly operation at any boot

i have a national calls pass but no sms credit and i always receive an sms from my network operator system saying that "Your balance is insufficient to perform this operation. Please recharge your account."i got that SMS whenever i wipe datas of any app and whenever I deactivate a system app and 3 times at any device boot or restart of the device,
i tried also to reboot my phone in safe mode and the same problem persists .this begun to occur after i performed a factory reset of my Samsung Galaxy j7prime.
i asked my operator they couldn't help me .i deleted emergency contacts and the problem is still occuring till now.
i checked admin apps it is empty there is no app that could do any operation automatically.
what could be the cause please?

Hmm, not that then. But the only other things that should incur charges are calls and texts (which should be nothing to do with clearing data or rebooting the phone).

If it was me I'd try it in airplane mode, where there is no possibility of doing anything chargeable. Then if you still get the message we know that whatever is behind it the message is misleading.

i rebooted my 7prime in airplane mode ,those messages don't arrive but once I deactivate airplane mode they arrive
