If any one really knows how to fix error code 495 and fixed it before than please tell me how to do it. If there isn't any one able to it than just ignore this thread. Please don't post unrelated stuff. If any one haven't had this problem and fixed it by themself than please please please just don't post after searching Google. Unrelated posts doesn't help.
This only happens when you try to download a large game. It downloads half or a third and than this happens.
I have tried clearing play store data. Clearing play service data. And it doesn't work.

I've seen it as a possible fix on various other fora. I never had any problems installing large games and apps myself, and I'm in China.
You really should read the thread before posting.
I have said in my first post that clearing Google play store data doesn't work. And only post here if there is someone that have solved error 495 by themselves. And I know its common but doesn't have an answer in the Internet yet. That's why I made this thread.
I don't sign up in a forum and post threads before searching the Google and after doing everything every website, forums and YouTube videos claims. That's why I asked here if there is any one in this forum that have solved this 495 error by themselves than please post here and help me otherwise just ignore the thread. I will try to do something valuable in return for that expert if there is an expert that have solved this.
If only I have some geek friends that use android than life would have been so much easier.

All I'm going to say is this "error 495" problem has apparently been around for years. So it seems to me if Google can't fix their shit, it's unlikely that anyone else can.

And there is no way to find out before buying the phone if it will have that problem or not.
What is a #FirstWorldProblem.

So no one in this forum had this problem.
I can't remember if this is the error I used to get, but your situation sounds similar to a problem I've had in the past with Play and downloading content. IIRC I had to clear data and cache on both "Downloads Manager" and "Downloads." I don't remember the exact package names as the don't show up on my recently updated phone (Pie). I'm booting up and old S3 the check, so I'll post back in a couple the exact names.

Folks on this forum all answer threads in an effort to help. While others may not have had the **exact** issue (error 495) they have seen numurous (hundreds?, thousands??) of different bugs and often will go through tried and true trouble shooting resolutions that have minimum impact. Solutions such as clearing data and cache on the app, uninstalling updates, and ultimately backing up and doing a factory data reset. Unfortunately, these aren't 100% curealls. And in some cases will work for one phone and not another, sometimes of the same make and model.

We appreciate that many new members only sign up because they have exhausted the google machine and are at their wits end. Our members try to give some advice, and many, like myself, will try Googling ourselves to see if a different set of eyes can flush out some different results to get a member's issue sorted.

Also please remember there may be others on Google searching for a resolution to this same problem, and having a discussion about what does and doesn't work helps them too.

Confirmed, those are the package names.

Again, from memory on a previous phone, this occurs when a download fails in the middle, no matter the size (though commeon sense it is more likely to fail on a larger file) then every time you try to redownload the file it fails at the same point.

Never had a problem downloading a small size game. It always downloads.
Error happens only when I try to download a large game.

I have done everything you are talking about except factory reset.
I have games and apps that I don't want to lose so I cannot do factory reset unless I am confirmed the error will disappear if I factory reset the phone.

Factory reset is the last resort. Many of these other efforts are less intrusive attempts to get whatever is stuck unstuck. A factory reset does all of these tasks, and more.

I found a little more info that hasn't been addressed in this thread (I know you said you followed a lot of Google advice so you may have taken these steps and not articulated it here).

Anyway, the two additional methods are:
  • Remove your Google account from Play, reboot the phone, log back into Play and try again
  • Use a VPN
