I was wondering whether i should increase or decrease from given default value of smallest width in developer options to increase image quality and sharpness of screen.

And when i connect phone to pc and ran adb command -- "adb shell wm density", it shows two different values as Physical density and Pverride density. What does these terms mean ?How to achieve maximum sharpness and quality from screen by adjusting these values??

I attach a snip of adb window for clarification.

Does moving it from 411 to 430 increases resolution and crispiness of screen or decrease it from 411 to 400 decreases resolution and sharpness of screen ?

Nope to either. the spec's on that screen are 1080 x 2220 pixels, 18.5:9 ratio (~411 ppi density). Since 411 is the native pixel density, then anything other than that will have to be interpolated to show on your screen without borders or bleeding off the edge. Just be advised that these settings may not affect any video playback as that is determined by the codec and decoding engine.
