I've been remote hacked how do i stop them when they have it ass command line on my Googleusing rss

Most likely you are seeing a hack of your Google account, not your phone.

First, log into Google from a PC and check your alternate contact methods and remove any that are not you. Then change your password and enable 2 factor authentication. Finally, if your phone isn't rooted, backup everything you want to save, remove ALL accounts from the phone and perform a factory reset.

From there, log into the phone with your account with the changed password, but do NOT restore apps and settings. Download them fresh from the play store and set them up again manually.

If your phone is rooted, then you should flash the factory firmware.

On the security tab shows Mone but Google 0lay shows 17 devices

The play store will show any device that's been previously connected, until you remove them. Google's account device activity will show any device, including PC's, TV's, smart watches, etc that connects with your account. My question is are there any devices in that list that you don't recognize or are certain are NOT you? (or an authorized user?)
