Android 9 : "Battery usage data isn't available"?

This is what I see when I look for the list of battery usage by each app:
Settings > Battery > ┇ > Battery Usage > "Battery usage data isn't available".
Questions: Why? How to fix? Thanks!

have you rebooted your phone? try booting into safe mode and see if that continues. either way i would try and do a factory reset.
Thank you ocnbrze, I have subsequently learned that a buggy update of my anti-virus app is the cause of the problem. The problem will be fixed only when the AV app gets another update correcting the bug.

reboot tried, factory reset was made two weeks ago in first use. firmware version date is june 2020. flags in developer options was also set up without success. Also tried safe mode... i don't want to root because warranty is almost begining. but this is not the only bug (presumed) i've found : indicator light remains on indefinitely, mute mode remains after do not disturb turns off... most of these issues seem to be shared by many people in internet with android pie.

never had that happen on my note 10 when it was on pie....nor have i heard that here.....so i would not totally blame this on android. it could a software issue with your specific phone. it happens a lot with off brand phones. keep in mind that manufacture's add in their own stuff on top of the android os......so it could be that rather then blame android.

if a factory reset does not fix your issues then there is not much you can do other then return the phone, if it is still under warranty......or you will just have to learn to deal with it.
