What do you mean by "recovery ROM"? That's not a standard term, and ROM & recovery are different software modules.
In any case it looks like it's failing the file verification stage, which could mean either that it's the wrong file (not something that can be flashed this way) or the it's a bad download. Did you do a checksum test (compute an md5 sum and compare it with the correct value, assuming the download site posted that)?
Edit: ok, that file is big enough to be a full system image rather than just recovery. That's about all I can say though. That and that doesn't look an official site, and the person posting it hasn't included an md5 (amateur...).
