Installing APK's from outside - sometimes there's no alternative.
(Like installing Google Play on Amazon Fire.)

How do you make sure the APK is safe?
Is there a virus scanner?

After install, how do you make sure it doesn't do anything not permitted - like call home somewhere and transfer your personal data?

I think the best way is to only install APKs from sources I trust, like apkmirror.com

For installing Google Play on an Amazon device, try this from the Android Police....

Virus scanner software like Virustotal, Metadefender, Malwarebytes. Or to check, you can search for some APK Signature Verification on the internet. I do not promise about their certainty.
