Can Mobile IMEI or Serial No or together IMEI and Serial No provide access/hacked of mobile activities, apps, data and what we are watching and doing etc?

neither will have any impact on hacking. just the imei, a person can clone a phone and use up your data plan and minutes, but they will not be able to get any personal data.
