Android 9 strange behavior

I just got a Vankyo Matrixpad S8 running Android 9. I have the sound turned off (the little bell icon). I also have made triple sure to have all Accessibility speaking features turned off. And yet, when I plug speakers into the device, and I autorotate the device, it reads out the current time, and any notifications. It's so weird. I keep checking settings, but I can't see anything left to turn off. It seems like a bug. Anyone heard of this or experienced it??.....

I don't know this device of course. But it sounds like a feature, or maybe some third-party app you've got installed? Try running it in safe-mode, and see if it still does it, or try resetting it?
