800x480 video = 29fps

I thought the 480p videos I'd seen looked much better than the 720p.

Is it possible for a third party app to allow the user to set a higher frame rate, or is that a hardware limitation?

It is probably easier to encode at a lower resolution so the framerate and performance is better. My webcam is similar. At 1920x1080 there is a little bit of choppiness whereas 720x480 is smooth as silk.

Just recorded a video outdoors. Framerate is much better than 720p.

720p records at 20fps.

The framerate is light dependent. With less light, the framerate will drop significantly. I have a Evo produced 720p video file that has a 24fps framerate, so the "20fps" limitation is not accurate.
