Are you sure GPS is actually on when you're in the app? I know at one time Tasker had trouble detecting "sub apps" (like Navigation, Maps and Places are all really just Maps). Also, try getting rid of the Exit Task (as a test); it's possible that the "Go Home" action in the Enter Task is triggering the Exit Task, which may be turning off GPS right after you turn it on.
