The only thing I can think of that might work is that some phones can be rooted to give access to the hot spot. I messaged this to you because I'm not sure if it's against the rules of the forum to talk about that kind of stuff.
Another option you could try is Teathering. That's where you hook a cable from your phone to your laptop. Some phones can do this without rooting. Honestly I don't know about your Razer Maxx specifically. I know this isn't much help but maybe it'll nudge you in the right direction for a solution.
