Discrimination means, quite literally, being able to tell is the fish smells good, or if the fish smells bad. That enables one to buy a tasty fish.
In Tap Fish, it means being able to see difference in markings between fish, so one can avoid buying a FB fish instead of a Coin fish.
In terms of being fair to everyone, the US Government has protected categories of people based on past history of serious abuse, Race, Religion, Gender and Disability, for example. Rules should be applied the same regardless of race or religion. In the case of disability, one must identify those rules that may create a barrier to enjoyment, and modify those rules. ie, identify barriers and remove those barriers, attitudes can be barriers, not just stairs and wheel chair ramps. Another difference between the Civil Rights Act of 1964 and 1990, is in the former, one must prove intention, while in the latter, intention does not play a part.
My purpose in writing this, is to clarify this issue.
