The FCC is ready to adopt the real-time text (RTT) protocol proposal for text messages in the US
The FCC is getting ready to adopt what is known as the RTT (real-time text) protocol and plans to have wireless carriers transition to it by December 2017.

The difference between RTT and our current system is that messages are sent immediately as they're typed. This new protocol is also said to "allow Americans who are deaf, hard of hearing, speech disabled or deaf-blind to use the same wireless communications devices as their friends, relatives and colleagues, and more seamlessly integrate into tomorrow's communications networks."
