the file still there after format sd card

Welcome to the forums!
What file are you refering to? I think there can be few files/folders created automatically by Android system :
- .android secure - apps moved to sd will be stored in this folder
- Android - some apps store their data in this folder
- DCIM - photos made by phone are stored in
- LOST.DIR - corrupted files are moved here after sd card check

There can be more created depending on apps installed on your phone.

It looks like some apps built into your system are creating this directories. It can be ok, maybe system stores pics, videos and music into these folders.
What do you means with "unable to copy to sd card"? From PC? Is the card mounted as USB storage, or is the phone mounted via adb? Are you trying to copy to sd card in Windows or some PC suite?

It looks like your card was not formatted (I don't believe God is putting mp3s on clearly formatted card).
If you can format the card, there are few ways how to do it :
- the easiest is to format the card in sdcard reader (choose this drive, rightclick and "Format")
- connect the phone as USB mass storage to PC (I suppose you have Windows, right?), right click on this drive and choose "Format"
- unmount the card (Settings/SD card & phone storage/Unmout SD card) and format it in the phone (Settings/SD card & phone storage/Format SD card)

If you use Windows, I think it can't manage the partitions on SD cards, try to use this way (last 2 posts, the best is to do it with card in sdcard reader [it should also work when mounted from phone, but I don't recommend it]:

In Linux, it should be easy to delete the partition and format card in some partition manager.
