I've noticed when pressing the home button to return to the home screen from an app or to wake the phone there's a slight delay until the phone does the action... anyone else notice this?

Mainly happens when you phone is locked as it needs to throttle up the CPU. This could also happen in an application where the CPU is half sleeping due to non use. The consensus is that this is normal

The screen wake delay can be helped if you're Rooted (install Set CPU, set minimum CPU to 400 and max to whatever you like with on demand scaling, then set a Screen Off profile with min/max CPU set to 400 also).
There shouldn't be any delay evident on hitting home from within apps - it may be the animation is giving the perception of delay. Try turning animations off and see if that helps.

will this CPU setting drain much more battery? im very tempted to try it but my battery life is limited at best these days. and will the minimum CPU of 400 make the lock screen lag go away? lol

Yes it could drain battery life. The phone is under-clocked on screen off for a reason.

anyone who's already used SetCPU to modify the screen off underclock? i could try it out but my battery hasnt be great as it is, so i wouldnt really be able to identify it as the modified minimum CPU as the reason

You can disable voice control after rooting, but it doesn't get rid of the delay. The delay must be buried deeper in the system somewhere.
