They do...some Android phones in China have built-in TV reception, no internet required.

...it's only available here though.
Quite a few car sat-navs have CMMB as well, because some people like to watch TV while driving.

Apparently watching TV while driving a car is illegal, but then this is China.
Taxi drivers seem to like China Central TV while at the wheel of their cabs.

Watching TV while driving is theoretically illegal here in California, too, but I've seen cars with dash-mounted TV screens.
Don't even get me ranting about the people who think the hands-free law doesn't apply to them, the morons who text or read printed material while "driving", etc.

Watching TV while driving is definitely illegal in the UK. I've seen some cars that have factory fitted DVD players and screens, but the driver's screen is always disabled when the engine is started.
It's true, I know. Thing is here in China there are many traffic and driving laws. However enforcement and driver education is another matter entirely, e.g. driving on the right(except for Hong Kong and Macao), stopping at red traffic lights, speeding, overloading vehicles, etc.
