Not at all.
This is a gradual roll-out process and it may take weeks for all the devices in the US to get update notifications. There are millions of Tabs out there. That means some 750-1,000 terabytes of updates are required from the update severs. That doesn't happen overnight.
This simply means that other areas are slowly getting their updates rolled out to them too, which means even more terabytes of updates to push. And the updates stay on the servers for many months after a new update is made available, so even if you had a crash and recovered with an old version, you could still update to the most recent version months after using OTA updating.
If you're in a big rush to get the update, you have two choices:
1 clear the google framework services data and perform the update check over and over till it finally works
or
2 get the software to update manually with Odin and flash it yourself
Either way gets you updated to essentially the same version. I flashed the UK version on my Canadian branded Tab and now I have ICS without all the branded junk on mine. It's great!
