perhaps you could create your own. take a sound file that you want to be your ringtone melody and copy and paste several seconds of a blank sound file onto the front of it using an app like Audacity. then save as one new sound file.

But this wouldn't create the vibration first. The alarm section on my phone is exactly how I want it. You can basically set it to vibrate say 2 times before the actual ringtone kicks in.

This doesn't solve the OP question fully (programmable vibrate), but I like the idea. This way, if set for ring+vibrate, the phone will vibrate first, right away, giving you a quick chance to catch it before it actually rings ... and then ring in case you didn't hear/feel the vibrate.

That's exactly how I use the feature. The only one I see that MIGHT work
is the Ringo but theres seems to be a lot of issues with it and the permissions on it are more than I feel comfortable with.

They are suggesting that you set the phone to ring and vibrate (simultaneously) but use a ring tone that has about 10 seconds of silence at the beginning. In that way, you get about 2 rings worth of just vibrate before the sound kicks in and then you get both.

rengelman created the linked zip folder of midi ringtones that have different delays of vibrate only then ring. The file v4tRH.mid file means Vibrate 4 seconds Then Ring High, and so on. 4 seconds through 9 seconds are your options.
