My GS3 is the 16GB model and I'm trying to understand why I have so little memory left. The device says I have 12.05GB of total storage which I assume means the OS is taking up aprox 4GB. Then the storage area in settings says I gave aprox 4GBs associated with apps, pictures and etc. Where did my other 4GB go?

The 16GB is the amount of "storage", "memory" is RAM (which this phone has 2GB of). The reason you are not seeing the full 16GB available is because some of it is reserved for the operating system (Android). Just stick a 64GB microSDXC uhs-1 card in it if you feel you need more.
