This is the 3rd time i have tried S-off my Evo V. To be honest, idk why i am bothering with it because the radio issue is annoying but it fixes itself within a minute or two.

But i'm unlocked via HTC dev, i'm rooted and i am using JMZstock odex rom and i am following the directions here(at least i think i am)
Unlimited.IO

I do step 10 and everything is there.

I run controlbear...it does it's thing...after it finds the fourth file, it reboots the phone and then loads for 45 seconds

and then it keeps saying
Hmm, still no device
Open device manager and check adb and/or fastboot drivers!!

I can't get past this.
I am using a Windows 7 laptop....i read somewhere to try a different USB port and i have 3 and i've tried all 3 but i have no clue what to do.

I'm not exactly sure what your issue could be, but have you tried looking at the troubleshooting page at Unlimited.IO? They have an IRC chat page set up on their support page too. Those could be your best bets if you can't get help here.

yeah i couldn't find any of the reasons in their trouble-shooting and i went in the irc chat for about 20 mins but there was no response.

It's about 6AM here where I'm at, so I'm thinking nobody is available since it's so early, but you could try later.
I assume you've already tried searching google, but the only thing I found when I searched is to try turning HTC Sync off (or just uninstall it) and make sure usb debugging is on.
Other than that I guess the only other question would be is if you're using the same computer you used to root your phone?
Don't worry too much... You'll get your answer eventually. Everyone says the IRC chat is really helpful, so they'll get it resolved for you.
