Root Do not Factory Reset your Rooted Phone

It might be easier to Google BusyBox for that exlpanation.

You will need them if you are rooted. BusyBox is like a toolbox full of tools, only their binary tools. Some tasks require one tool, while another task requires a different set of tools. Without them a lot of root access tasks would not be possible.

Have the seller make a video of the phone in question actually working (a newspaper with the current date in the video as well).

If the phone is rooted, with just the stock ROM it's easy to activate.
If the phone is rooted with a custom Gingerbread ROM or above, have him put the Bumblebee Resurected ROM on the phone prior to your puchase (Stock and Froyo ROMs are the only ones with the much needed "Activate app" in them).

If the Phone is rooted, but no custom recovery, have him put a custom recovery on it before selling it (ZenGarden is the best for our phone).

Again: I would have him make a video with the paper in the background, and have him show all things it claims to have. Including: /menu/settings/about phone and menu/settings/about phone/status.
