Seeking App like Call Block but backwards

Hey everyone,
My nephew is on my family plan, he cannot be controlled.
He made calls to Canada and caused a higher bill two months in a row.
Sprint doesn't give the option to set up a block for Canada as it's the same dialing system as the US.

I'm seeking an app that will let me pick which numbers he's allowed to call/receive and not let him change it.

Sprint is unable to help on their end, talked to them a few times.
is no whitelist, cannot block canada, cannot block extra charges.

Hope you guys know of something, all that comes up is call blockers that block incoming.

just cancel his account,I would not tolerate that from my own kids never mind a nephew. I will look and see what I might be able to find when i return home.

avast is free on the play store. it has call and text filtering. no clue of it will work for you.

but he will be able to get around most stuff with voip or messaging apps if he has a data connection.

his desire to work around your block plus the sum total of his sneekiness with the collective tech knowledge of all his friends means you are probably going to lose this

Avast looks like it will work, is there a way to lock his contacts so he can't add any new numbers?

I have avast blocking all unknown so i can set his contacts as who he is able to call.

btw he isn't super tech savvy, I don't see him bypassing the pin on avast to unblock.

Put a password on Avast so he can alter it. But anyway, personally I would reiterate the fact that you should just cut him off.

It's cheaper to keep him on the plan if i can stop him from increasing the bill ($20 a month, Samsung Replenish doesn't require the extra $10 premium data), otherwise it's boost for $40 a month.

You mean that you're sort of REQUIRED to pay for his bill for whatever family reason? Because if you aren't, you can threaten him to remove him from the plan and just simply not pay for his service. It builds more responsibility that way, knowing that if he exceeds his boundaries, he loses something.

So I figured out how to do this:

Avast blocks any number not programmed into the phone from being called/calling him.
An Application blocker will not let him get into contacts, or even the phone dialer.
He can use the Favorites widget to call the people in the phone.
