Help Can EVO V 4G be flashed to use boost mobile

It's possible, but not really a simple thing to do. I'm not aware of a guide for this phone specifically but you need to have a Boost donor phone to start and to have 4G working that means a Evo Design as the cheapest so it's really not practical.

Sorry I know there is a way with CDMA workshop but I honestly don't know the steps. I believe you also need a donor phone on boost too. Unless that donor is an evo design you wont get 4g.

More or less...legality issues arise here...
If I'm not mistaken, the only LEGAL guide (through loopholes of course) is how to flash an OG Evo to Boost Mobile using a Samsung device. (Rant? Incognito? I forget exactly...)

Yes, it can be done.
However... By the time you do your first "port", you could have easily sold your current phone (and donor) and earned enough money flipping burgers to buy a better phone meant for that carrier.
It's not exactly easy, or fast and even if you manage (many fail) it without locking out your account (semi-common) or bricking the phone (also semi common), there is still the legal aspects. In some states it's blatantly illegal, period, end of discussion. In terms of federal law, it's a gray area depending on your intent and how good your lawyer is. All it takes a traffic stop to have a cop check, and yes some do.
It used to be worth it before Virgin and Boost got good phones, but not anymore. Unless you are a serious, but cheap, power user with skills, there is really no point in it.
As someone who has done it, my advice is to sell it and buy a phone meant for Boost. It's less time, less hassle, less risk and not only do you get support, but you get a warranty instead of voiding one.

i have an alternate path, the one i took after my v died, your going to boost for unlimited data right? well give tmobiles $30 5gb plan, the internet speed is awesome, 11 Mbs down 3 Mbs up, i make calls through talkatone and it uses mere kilobytes of data so i havent touched my 100 mins, i use the phone for heavy gps navigation and web/voice searching, ive used 200 mb in 5 days. (thats with about 130 mins of talkatone in there too, and over 100 mb is just for the play store [downloads on the road]) if you aint in the true boonies with 0 bars its very well worth the switch.
but on that path you were on you need a donor boost smartphone, and knowledge of "open sesame door" for the evo v, there is also a legal way using a boost mobile starter kit. but that would only work if you had a "sprint" evo 3d to begin with.
the only way to stay within the law to do that though is when you are done you need to take the sticker off the donor phone (hairdryer should loosen it and replace the sticker on your v with the donors sticker, then brick the donor irreversibly or physically destroy it.
