Browser(s) will not go "back"

Ok so I consider myself an android geek and thought I knew my way around my devices fairly well, but I absolutely stumped on this one!

My wife came to me with her Toshiba Thrive complaining that her back buttons no longer worked when browsing. she said it happened in the stock browser, chrome, and dolphin. I tried all three from variant websites, and you just cannot make it go back to the previous page whether you use the soft key at the bottom, a gesture, or the browser back key at the top.

Step 1: Restart... no change

Step 2: clear cache... no change

I looked at all the settings (for what little there were) and have no idea what in the world is going on.

Does anyone have any insight into this? Thank you so much in advance!

I am assuming Chrome as the browser... The intuitive thing would be to swipe to the left to go back and to the right to go forward but that doesn't work.
Instead click the three dots in the top right hand corner and the two arrows left and right move you back or forwards a page.
