Android Device Manager problem

I'm having an issue with Android Device Manager. It can't locate or ring my device. When I click Ring it says device rung, but nothing happens on the device. When locating the device it says "Contacting your device" and then "Location unavailable Last used August 5, 2013".

On August 5th I had followed a link to download the APK for googe play services update and i had enabled android device manager under device security.

I've notied the play store continues to believe my device was last used on August 5th though I can install apps from the play store website or directly on the device with no problem.

Troubleshooting I'e followed:
I've followed the android device manager help to the letter - disabling "allow remote factory reset" and then clearing data from the play services app under application manager, rebooting, renabling remote wipe, etc.

I've uninstalled google play services and taken the update again.

Rebooted multiple times.

Does anyone else have any ideas how to fix this?
