I think the non-IR model is the T211, I'm finding those for sale in India at about US$270 after conversion but before any fees or shipping. No 1700 bands but I live in a very strong TMobile 1900 area; I actually saw better uploads and ping than on AWS before LTE rolled out.
I'm open to a 7.0+ or a 2 7.0 (does the 2 not have mhl/hdmi capabilities?) as then it'd be an easy sim swap with my S2 when I need something smaller but I dislike the proprietary charger (already have a cellular, no voice 7.0+).

Did you get this sorted out? We found a refurbished Tab 3 7.0 (SM-T211) for $200, just changed over to T-Mobile and it works fine as a phone.
