Help HELP!! Galaxy S4 weird pop up when receiving pictures

everytime I get a picture message this pop up pops up and I have no idea what it is I can still see the picture its just annoying that it's at the bottom of the page

Welcome to Android Forums, larilove!

It seems to me that the app LightManager is popping up the text, probably as part of their debug. They probably forgot to turn it off. There may be a way to disable it in the app's Settings. If not I think you have two options, either accept and live with it, or if it drives you nuts, uninstall LightManager.

I'm not sure what you're running into, unless it's "Tag Buddy." I run into that every time I open "The Gallery."

It's clearly an error with your 3rd party App, not the phone. Lightmanger seem to suffer some stack overflow or runs debug mode.
You could remove the app and re-install, or try (what I believe is) far better alternate, like LightFlow.
