Help No response to any attempts to turn on/reset

So I hope someone can help me. It's not my phone, it's my brother's. He says that he plugged in his phone yesterday and got a message at about the same time, and at that moment the screen stopped working (it shut off and wouldn't come back on) and it wouldn't respond to the power button. I've been fiddling with it all day today to see if I could get it to work. I had some luck earlier with power+volume down and then power+home. (I don't feel comfortable trying to remove the battery since it's not mine and he said that it's not removable.)

When I got it working earlier, the screen would come on and work, but after being asleep for a minute or so I'd try to wake it up again and the screen wouldn't come on. Later, when the phone was "on" the screen was black, but the capacitive buttons lit up, and when my brother dragged his thumb across the screen he could feel the unlock vibrate. At the moment it's not responding to anything.

I've tried the power+volume down reset, I've tried power+volume up, power+both volumes, power+home. There's no response to anything right now. As far as I know it is fully charged (green LED means fully charged, right?). I've used both his Motorola OEM charger and mine from my Triumph, both in the wall outlet and in USB.

This is a completely stock Droid 4, never been rooted. I'm starting to think that this issue is out of my capacity. I'd like to save my brother the $100 to get a replacement (baby on the way, like, right now) but I don't know what else I can do.

He did say it upgraded to Jellybean recently but he doesn't remember when (might be relevant?).
 
If he did update to Jelly Bean the next question is ... did he do a Factory Data Reset after the update?

This is not written as a requirement by Motorola or Verizon but we have seen over-and-over that any time you do a major upgrade you must to a Factory Data Reset or eventually (days, weeks, or months later) really odd problems start.

The Factory Data Reset will wipe out all apps that were added and all customizations. It is not something to be done casually.

He's not Android-savvy so I don't believe he did.

If at some point I can get the screen to work so I can get to the bootloader, that'll be my next step. Thanks.
