Hangouts - Inbound calls over data

I have Google Voice, which is now becoming Hangouts. According to Google (https://plus.google.com/+NikhylSinghal/posts/DG6h32BWaQW), you can receive Voice calls over data. I'm going out of the country this weekend and AT&T wants to charge me $30 for 80 minutes of voice, in addition to the $30 for 120mb of data. If I can receive calls over (don't need to make outbound calls) the data connection, I can avoid the extra $30. I've looked for a setting in Hangouts, but can't find it. Anybody know how to set my phone to accept calls via Hangouts over my data connection?

The current version of Hangouts on Android doesn't support any type of voice calls - most likely Nikhyl was referring to Hangouts on the desktop (as the post explicitly mentioned "on the web and in the Chrome extension").

The easiest way to be able to make and receive VoIP calls in conjunction with Google Voice and Google Talk Hangouts is currently probably going to be GrooveIP - just keep in mind that GrooveIP and other similar apps will cease functioning in May, but it should work just fine until then.
