Voice Over LTE (VoLTE)

On an article this morning on Android Authority, there was a video of a G2 (assuming Korean variant) demoing 4.4 Kitkat, Video shows Android 4.4 KitKat on LG G2 - Android Authority

Partway through the video, it shows the phone/dialer app. On the bottom left on the dialer screen, there is a button that says "VoLTE" instead of the dial icon.

Is this a feature of Kitkat (native Android 4.4), LG's version of Kitkat, the carrier's version, or an add-on/app? From reading past articles on VoLTE, I realize that not only must the device/OS be capable but also the carrier's infrastructure (for handoffs to legacy voice networks) does too; but I found it very interesting as I was under the impression that VoLTE was still more than a year away.

This is a carrier feature, not a phone manufacturer feature. Granted, the phone makers will have to build VoLTE chips in the phones for everything to work. My brother at VW tells me that they will slowly start to release a few phones this year in 2014 with the VoLTE chipsets built in. It likely won't be widespread on all phones until 2015; where then all voice calls are transmitted over LTE signals and off the old CDMA networks.
